UnionPay Hosts Global Partners Conference 2025 - Innovations in Open Payments: Sharing Success in Payment Connectivity, Building a Connected Global Payment Network with the New Four-Party Model

 On November 28, 11 cross-border payment cooperation documents were signed in Shanghai, China, between UnionPay and 11 major institutions, including the Bank of China, PayNet (Malaysia), Uzcard (Uzbekistan), HUMO (Uzbekistan), IPC (Kyrgyzstan), Hong Leong Bank (Malaysia), OCBC Bank (Singapore), Banco do Brasil (Brazil), FonePay (Nepal), and Bluecode (Austria).

These signings were key achievements of the UnionPay Global Partners Conference 2025 - Innovations in Open Payments: Sharing Success in Payment Connectivity. The event gathered representatives from 72 organizations worldwide, including central banks, commercial banks, and payment institutions to witness a broader range of achievements.

Bridging Borders: a Connected Global Payment Network

Amid evolving global trade and economic dynamics, a cross-border and connected payment systems has become an international consensus. Starting in Asia, UnionPay launched payment connectivity collaborations with partners in Thailand, Vietnam, Laos, Indonesia, Malaysia, Cambodia, and Singapore, later expanding to South America and Africa. In total, UnionPay is working with partners in about 50 countries and regions worldwide to build a connected global payment network.

As Mr. Dong Junfeng, Chairman of China UnionPay and UnionPay International stated in his remarks, tens of millions of micro, small, and medium-sized merchants worldwide now have access to UnionPay's inclusive and extensive global network, unlocking China's huge consumer markets, vitalizing global economic. Building a connected global network is a long-term, collective endeavor. UnionPay pursues mutually beneficial partnerships that leverage strengths of both issuing and acquiring sides for industry shared growth and fair profits distribution.

Shared Value: an Open and Inclusive New Four-Party Model

To adapt to the evolving payment industry, UnionPay has been building an open and inclusive New Four-Party Model. Integrating bilateral and multilateral connections, the new model incorporates extended stakeholders, including account providers such as wallet operators and mobile device manufacturers, as well as acceptance side players like acquiring service providers and aggregators.

The Industrial and Commercial Bank of China (ICBC) Card Center has long collaborated closely with UnionPay. In November 2025, it became the first bank to issue the UnionPay multi-currency card in Turkey. In the China-Vietnam QR payment linkage project, the two enabled reciprocal acceptance of merchant QR codes, exemplifying payments' role in advancing Bilateral exchanges.

Mr. Setiawan Cosmas Suwono, Head of Committee - International Payment Systems at the Indonesian Payment System Association (ASPI), noted that QRIS -- Indonesia's national QR code standard was launched in 2019. This year, ASPI and UnionPay signed an MOU and initiated system integration and mutual recognition of standards, enhancing cross-border payment speed and transparency.

As part of the ASPI project, Bank of China Jakarta Branch provides local currency settlement, exemplifying how stakeholders can play their roles in making international payments more efficient, secure, and convenient.

Mr. Sidney D. Massunaga, Head of Assets and Liabilities, Wealth and Personal Banking at HSBC, cited the HSBC Pulse UnionPay Dual Currency Diamond Credit Card and the PayMe wallet as iconic collaboration, drawing on their strengths in customer reach, use cases, and service capabilities to deliver smoother and more cost-effective payment solutions. HSBC will continue working with UnionPay to enhance payment connectivity.

During the Conference, Mr. Guo Dayong, Vice Chairman and President of China UnionPay, announced the Joint Initiative on Open Payments. 72 institutions committed to a connected and value-sharing global payment network upholding openness, mutual benefits, standards compatibility, security, and controllability.

For Future: AI Adoption in Payments

Efficiency and security are the twin pillars of payment requiring equal emphasis. While cross-border connectivity benefits tens of millions of small and medium-sized merchants, longer transaction chains and complex data pose new challenges to risk management. The risk profile of cross-border payments differs markedly from that of local transactions. Tracing high-risk activities such as money laundering and detecting fraud accurately have become a key concern for regulators and financial institutions around the world.

"UnionPay's solution is AI," said Mr. Dong Junfeng. Existing large AI models can verify merchant authenticity using a single photo, and outperform human judgment in monitoring high-risk transactions. By accurately reconstructing fund flows, such models have reduced the time to respond to cross-border fraudulent transactions from two or three days to just one day.

Also AI is profoundly transforming the entire payment value chain, making payments smarter, faster, and more efficient. UnionPay is fostering an AI ecosystem through joint innovation with research institutes, industry partners, and leading universities, sharing outcomes to drive industry-wide AI-powered growth.

ด้านเอดัวร์โด เฟรย์ รุยซ์-ตักเล (Eduardo Frei Ruiz-Tagle) อดีตประธานาธิบดีชิลี ได้เน้นย้ำว่า ในสถานการณ์ระหว่างประเทศที่ปรับเปลี่ยนอย่างรวดเร็วนี้ โลกกำลังเผชิญกับความท้าทายใหม่ ๆ ที่มีความสำคัญยิ่ง ในขณะเดียวกัน องค์กรระหว่างประเทศบางแห่งก็ไม่สามารถดำเนินการตามขอบเขตอำนาจหน้าที่ที่ได้รับมอบหมายได้อย่างเต็มที่ ซึ่งประเด็นนี้จำเป็นต้องได้รับการแก้ไข เพราะสถาบันเหล่านี้คือแพลตฟอร์มที่สำคัญอย่างยิ่งต่อความร่วมมือในระดับโลก

For Global Cooperation and Solidarity, The 2025 Imperial Springs International Forum Kicks Off in Guangzhou

From 1 to 3 December 2025, the 2025 Imperial Springs International Forum, co-hosted by the Australia China Friendship and Exchange Association, the Chinese People's Association for Friendship with Foreign Countries, the People's Government of Guangdong Province, and the World Leadership Alliance Club de Madrid, was grandly held at the Imperial Springs International Convention Center in Guangzhou. Over 200 distinguished guests, including former heads of state, government leaders, leaders of international organizations, renowned Chinese and international experts and scholars, international friends, and business leaders from more than 30 countries and regions, came together to discuss ways toward global development.

With the theme "For Global Cooperation and Solidarity", this year's forum featured ten events, including the opening and closing ceremonies, closed-door meetings, plenary discussions, parallel forums, and the "Guangzhou Night" reception. Participants will engage in in-depth discussion on topics including "Global Security Challenges in Times of Uncertainty", "Recalibrating Global Governance: Pursuit of Greater Stability and Certainty", "Understanding, Inclusiveness, and Cooperation in a Diverse World", "Artificial Intelligence: Balancing Innovation, Security and Governance", "Countdown to 2030: Delivering on Global Public Goods", "The Dynamics of Green and Low-carbon Development" and "Global Economic Trends Amid Trade and Tariff Conflicts".

Yang Zhen, Vice-Chairman of the National Committee of the Chinese People's Political Consultative Conference, attended the opening ceremony and delivered remarks. He noted that President Xi Jinping's Global Development Initiative, Global Security Initiative, Global Civilization Initiative and Global Governance Initiative offer "Chinese wisdom and Chinese solutions" to the common challenges facing humanity. China is not only an advocate of these concepts, but also a committed practitioner. China stands ready to work with all partners to tackle risks and challenges through solidarity, promote development through openness and inclusiveness, build cooperation momentum through mutual benefit, and deliver concrete results through practical actions -- jointly creating a better future for humankind.

As a premier platform for China's extensive exchanges with the world, the Imperial Springs International Forum has been held annually since its inception in 2014. It has remained dedicated to fostering dialogue, building consensus, and advancing cooperation. Dr. Chau Chak Wing, founder of the forum, President of the Australia-China Friendship and Exchange Association, Chair of the Asia-Pacific Region of the World Leadership Alliance, and Global Co-Chair of the Nizami Ganjavi International Center, stated that the founding and development of the Forum respond to the needs of our times: "The greater the differences, the more we need dialogue; the greater the challenges, the more we need engagement". He emphasized that reforming and improving global governance, as well as safeguarding world peace and development, remain the core concerns shared by all participants, and that new philosophy and insight are much desired.

During the Forum, more than 30 former foreign leaders and former heads of international organizations, along with representatives from political, business, and academic communities from 23 countries, engaged in substantive exchanges around the Forum's central theme. In the session on "Recalibrating Global Governance: Pursuit of Greater Stability and Certainty", many speakers offered constructive insights.

Volkan Bozkir, President of the 75th Session of the United Nations General Assembly, stressed that as the UN approaches its 80th anniversary, the international system stands at a new crossroads. Established in the aftermath of World War II, the UN and its institutions now face emerging 21 st  Century challenges that urgently require reform and strengthening. "There is no organization that can replace the United Nations," he said. "We must enable it to play an even greater role".

Han Seung-soo, former Prime Minister of the Republic of Korea, observed that throughout history, industrial revolutions have delivered enormous progress as well as inevitable disruption due to technological monopolies. He proposed drawing on the experience of the International Atomic Energy Agency to promote the establishment of an international oversight body for artificial intelligence, ensuring AI remains safe, controllable, and beneficial to all humankind, and that such technologies are not monopolized by a small number of countries or groups.

As a new wave of scientific and technological revolution accelerates amid profound geopolitical shifts, traditional and non-traditional security risks are becoming increasingly intertwined. Challenges such as imbalanced global development, geopolitical tensions, AI governance, and climate change grow increasingly prominent, making coordinated global action more essential than ever.

Many participants commended the Forum as an effective platform for constructive communication. Former UN Secretary-General Ban Ki-moon described the forum's theme as "timely", as building consensus through understanding, inclusiveness, and dialogue is vital for rebuilding trust, reducing estrangement, and consolidating the foundations of cooperation. "We must jointly safeguard world peace and promote sustainable development, ensuring the benefits reach both present and future generations," he emphasized.

Former President of Chile Eduardo Frei Ruiz-Tagle highlighted that in a rapidly evolving international landscape, the world is facing a host of new and critical challenges. At the same time, some international organizations failed to fully fulfilled their mandates, an issue that must be addressed, as these institutions are crucial platforms for global cooperation.

Established in 2014, the Imperial Springs International Forum has successfully convened nine editions to date, bringing together more than 200 senior international political figures and over 600 experts, scholars, and business leaders from China and abroad. The Forum has carried out in-depth discussions around themes including "Collective Action for One Future", "Multilateralism: More Exchange, Greater Inclusiveness and Cooperation", "Multilateralism 2.0: Global Cooperation in the Post-Pandemic Era", "Multilateralism and Sustainable Development", "Advancing Reform and Opening-Up, Promoting Win-Win Cooperation", "Global Governance and China's Proposals", "Inclusive, Sustainable and Resilient Cities in the Belt and Road Initiative", "The Belt and Road Initiative: New Opportunities and New Cooperation" and "China-Australia Economic and Trade Relations", producing fruitful outcomes and exerting broad international impact.

บรรดาผู้เชี่ยวชาญในอุตสาหกรรมการท่องเที่ยวเห็นพ้องว่า รายงานฉบับนี้ไม่เพียงสำรวจรากฐานการพัฒนาและความท้าทายสำคัญของภาคการท่องเที่ยวขาเข้ามณฑลไห่หนานอย่างเป็นระบบเท่านั้น หากยังต่อยอดข้อได้เปรียบเชิงสถาบันของท่าเรือการค้าเสรีไห่หนาน เพื่อนำเสนอแนวทางปฏิบัติที่เป็นรูปธรรมในการสร้างภาพลักษณ์และการสื่อสารระหว่างประเทศ รายงานฉบับนี้จึงเป็นแนวทางสำคัญที่ช่วยให้มณฑลไห่หนานสามารถคว้าโอกาสจากการดำเนินงานศุลกากรที่เป็นอิสระ พร้อมกับยกระดับศักยภาพด้านการแข่งขันในตลาดการท่องเที่ยวระดับโลกอย่างมีประสิทธิภาพ

Recently, Hainan, China's southern island province, formally released the White Paper on Shaping Hainan ' s Brand Image on Tourism and Culture and International Communication Strategy (2024-2025).  The document, released by Hainan Department of Tourism, Culture, Radio, TV, and Sports, provides targeted solutions to support the long-term and healthy development of Hainan's inbound tourism in the context of the island's independent customs operation.

Spanning more than 150,000 characters across five sections and 20 chapters, the white paper offers an in-depth analysis of the development of Hainan's inbound tourism against the backdrop of evolving global dynamics and industrial upgrading. It benchmarks Hainan against leading island tourism destinations worldwide and proposes innovative policy suggestions covering macro-level policymaking, media outreach, brand positioning, and more than ten specialized sectors.

Compared with the previous edition, the 2024-2025 white paper features four major innovations. First, it aligns closely with the 2025 timeline for the Free Trade Port's independent customs operation and its significant implications for inbound tourism. Second, it broadens its research scope to fully include all major tourism destinations, ensuring broader and more representative data. Third, it introduces specialized tourism category analyses to enrich the dimensions of industrial chain research. Fourth, it improves data collection methods related to independent travel trends while refining the content of the "digital twin" chapter.

Notably, this year's white paper further advances its "digital twin" research methodology by capturing first-person accounts from international visitors. According to the research team, this immersive approach - supported by field tracking of independent travelers - offers a comprehensive picture of Hainan's inbound tourism market.

The research covered multiple source markets, including Central Asia, Northeast Asia, East Asia, Southeast Asia, and Europe. Researchers conducted field visits to major tourism destinations across Hainan and held in-depth semi-structured interviews with more than 50 stakeholders, producing over 250,000 characters of interview transcripts. Meanwhile, several hundred specialized questionnaires were collected from key international source markets, providing robust data support.

Industry experts believe that the white paper not only systematically examines the developmental foundations and key challenges of Hainan's inbound tourism sector, but also capitalizes on the institutional advantages of the Free Trade Port to propose practical pathways for brand development and international communication. This provides important guidance for Hainan in seizing the opportunities presented by the island's independent customs operation and strengthening its competitiveness in the global tourism market.

As of Oct. 15, Hainan had recorded more than 2 million inbound and outbound travelers this year, representing a 22.4% year-on-year increase. Among them, 430,000 foreign nationals entered Hainan under the visa-free policy, accounting for 88.9% of all foreign arrivals and establishing visa-free entry as the primary travel mode for international visitors. As the visa-free arrangements being optimized, citizens of 86 countries are now eligible to enter Hainan with visa exemption. At the same time, the province is accelerating the opening-up of air transport through the expansion of international flight services, with more than 70 international passenger routes launched. The combination of visa-free access and direct international flights continues to attract a growing number of foreign visitors to the island.

China's Guizhou achieved all-round agricultural and rural advancement over the past five years

Guizhou, China's only mountainous province without plains, has developed modern, efficient mountain agriculture with local characteristics over the past five years and maintained steady and sound progress across various sectors, according to a provincial press conference on agricultural and rural development during the 14th Five-Year Plan period (2021-2025).

The Department of Agriculture and Rural Affairs of Guizhou Province noted that the province has strengthened grain and major agricultural product supply capacity, and transitioned from a net importer to a net exporter of live pigs. Its specialty industries have flourished, turning the province into an important ecological shield for the upper reaches of the Yangtze and Pearl Rivers and a green treasure trove for farmers' income growth.

Breakthroughs have been made in decoding the whole genome of local species to advance precision breeding, while innovations in pesticide development have reached world-class standards.

Technologies such as industrialized seedling cultivation, drone transport, and smart operations have become common in mountainous agriculture, infusing new vitality through science and technology into high-quality agricultural development.

In consolidating the gains in poverty alleviation, the province has emphasized both industrial development and employment, vigorously stimulating the internal drive of communities.

Through east-west collaboration mechanisms, support workshops, and public welfare job placements, rural employment has remained stable.

Continued efforts have also been made to strengthen compulsory education across rural areas and improve medical services, housing security, and access to safe drinking water.

Living standards have been further raised, and the overall conditions in formerly impoverished areas have visibly improved, firmly preventing large-scale relapse into poverty.

Known as a "World Museum of Bridges", Guizhou has achieved remarkable improvements in rural living environments. Grassroots cultural brands such as "Village Super League," "Village Basketball Association," and "Village Gala" have gained international recognition.

Rural areas are no longer just centers of agricultural production, but have become a new frontier for economic growth. The rural areas of Guizhou have evolved into a vibrant showcase of the province's rich cultural charm and a model demonstrating Chinese modernization.

Changjiang Li Autonomous County, situated in the heart of Hainan Island, recently hosted the 2025 "Rainforest and You" series of experiential activities. The event showcased the dynamic integration of the county's tropical rainforest conservation achievements with its rich ethnic cultural heritage through a diverse program, including on-site rainforest performances, charity hikes led by Olympic champions, adventurous rock climbing and river trekking, and international symposiums.

The event attracted distinguished guests and experts from leading global organizations such as UNESCO, the International Union for Conservation of Nature (IUCN), the U.S. National Park Service, and the Hainan Institute of National Park, as participants engaged in in-depth discussions on biodiversity conservation and sustainable development. The Chinese edition of the Global Resolution on Strengthening Gibbon Conservation through Collaborative Action  was released, contributing valuable insights into global ecological protection and sustainable development efforts. Besides, three Chinese Olympic champions, acting as volunteer educators for the National Park, led over 1,000 volunteers on a 10-km hike, advocating ecological conservation through concrete action.

In addition, Changjiang County also launched a series of premium rainforest tourism routes centered on its four ecological landmarks: Mt. Bawang, Wangxia Town, Qizi Bay, and Haiwei National Wetland Park. These itineraries integrate natural landscapes with cultural villages, offering global travelers an immersive experience of the unique ecological and cultural features characterized by the convergence of mountains and sea.

As the world's largest free trade port, Hainan boasts China's most concentrated, most diverse, best preserved, and most extensive mainland island tropical rainforest.

In recent years, the National Park of Hainan Tropical Rainforest has made significant progress in ecological restoration, green development, integrated education and conservation, and park-community synergy, effectively safeguarding the authenticity and integrity of this vital tropical rainforest ecosystem.

Most notably, the Hainan gibbon - classified by the IUCN as the "world's most endangered primate species" - has seen a remarkable recovery. Its population has rebounded from the brink of extinction to seven groups totaling 42 individuals, representing the only continuously growing gibbon population worldwide.
