การประชุมความร่วมมือทางเศรษฐกิจเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า ระหว่างอาเซียนและจีน ประจำปี 2566 จัดขึ้นที่เขตเฉียนไห่ นครเซินเจิ้น

การประชุมความร่วมมือทางเศรษฐกิจเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า ระหว่างอาเซียนและจีน (เฉียนไห่) ประจำปี 2566 (2023 ASEAN-China Greater Bay Area Economic Cooperation (Qianhai) Forum) ได้จัดขึ้นที่เขตเฉียนไห่ นครเซินเจิ้น ระหว่างวันที่ 29-30 กรกฎาคม โดยมีนักการเมืองและนักธุรกิจกว่า 500 คนจากประเทศสมาชิกอาเซียนและเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า เข้าร่วมพิธีเปิดและกิจกรรมอื่น ๆ ที่เกี่ยวข้อง ในโอกาสนี้ วิสาหกิจ 6 แห่งภายใต้การกำกับดูแลของหอการค้าหลายแห่งในเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า ได้บรรลุข้อตกลงด้านการลงทุนและความร่วมมือกับอาเซียน โดยมีการลงนามแสดงเจตจำนงในการลงทุนคิดเป็นมูลค่ารวม 3.5 พันล้านหยวน ส่งผลให้มูลค่าการค้าทวิภาคีเพิ่มขึ้นเป็น 7 พันล้านหยวน

จีนและอาเซียนเป็นคู่ค้ารายใหญ่ที่สุดของกันและกันอยู่แล้ว โดยเมื่อวันที่ 22 พฤศจิกายน พ.ศ. 2564 ทั้งสองฝ่ายได้ประกาศความเป็นหุ้นส่วนทางยุทธศาสตร์รอบด้านอย่างเป็นทางการ เพื่อสร้างประชาคมจีน-อาเซียนที่มีอนาคตร่วมกันและใกล้ชิดกันมากยิ่งขึ้น

ในพิธีเปิดการประชุมครั้งนี้ ได้มีการประกาศจัดตั้งสมาคมหอการค้าเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า และอาเซียน (Greater Bay Area-ASEAN Association of Chambers of Commerce) รวมถึงหุ้นส่วนความร่วมมือคลังสมองอาเซียน-จีน (ASEAN-China Think Tank Cooperation Partnership) พร้อมกับประกาศเปิดตัวโครงการความร่วมมือทางเศรษฐกิจอาเซียนและเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า (ASEAN-Greater Bay Area Economic Cooperation Initiative) โดยโครงการดังกล่าวเสนอให้สร้างเวทีเพื่อเจรจาความร่วมมือทางเศรษฐกิจ เสริมสร้างความร่วมมือด้านอุตสาหกรรมและการลงทุน ส่งเสริมความร่วมมือด้านนวัตกรรมทางวิทยาศาสตร์และเทคโนโลยีและนำความสำเร็จทางเทคโนโลยีมาประยุกต์ใช้ เสริมสร้างการแลกเปลี่ยนและความร่วมมือระหว่างสมาคมธุรกิจในภูมิภาค ตลอดจนสนับสนุนการแลกเปลี่ยนบุคลากรมากความสามารถและวัฒนธรรมระหว่างเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า และอาเซียน

คุณชือ จงจวิน (Shi Zhongjun) เลขาธิการศูนย์อาเซียน-จีน (ASEAN-China Centre) กล่าวต้อนรับสู่การประชุมว่า เจ้าหน้าที่รัฐบาล สมาคมธุรกิจ สถาบันคลังสมอง และตัวแทนภาคธุรกิจจากจีนและประเทศสมาชิกอาเซียน ได้มารวมตัวกันที่เขตเฉียนไห่เพื่อแลกเปลี่ยนเชิงลึกและหารือกันในการประชุมและกิจกรรมการจับคู่หลายรายการตลอดสองวัน เพื่อให้คำแนะนำและข้อเสนอแนะเกี่ยวกับการส่งเสริมความร่วมมือและการพัฒนาระหว่างเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า และอาเซียน ทั้งในด้านการเงิน อีคอมเมิร์ซ เศรษฐกิจดิจิทัล วิทยาศาสตร์และนวัตกรรมเทคโนโลยี เป็นต้น

คุณหวัง โซ่วรุ่ย (Wang Shourui) รองนายกเทศมนตรีเทศบาลนครเซินเจิ้น กล่าวว่า การประชุมนี้จะช่วยสร้างเวทีที่กว้างขึ้นและมีประสิทธิภาพมากขึ้นเพื่อรองรับความร่วมมือทางเศรษฐกิจและการแลกเปลี่ยนระหว่างอาเซียนกับเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า พร้อมกับส่งเสริมการเจรจาและความร่วมมือในด้านต่าง ๆ เช่น นวัตกรรมทางวิทยาศาสตร์และเทคโนโลยี การลงทุนทางเศรษฐกิจและการค้า เป็นต้น ขณะเดียวกัน นครเซินเจิ้นจะแสดงบทบาทอย่างเต็มที่ในฐานะจุดเชื่อมโยงที่สำคัญระหว่างจีนกับอาเซียน ตลอดจนคว้าโอกาสจากความตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาค (RCEP) ไปจนถึงกระชับความร่วมมืออย่างรอบด้านกับประเทศสมาชิกอาเซียนทั้งในด้านธุรกิจ การค้า การเงิน เมืองอัจฉริยะ ยานพาหนะพลังงานใหม่ และอื่น ๆ อีกทั้งยังส่งเสริมความร่วมมือทางเศรษฐกิจและการค้ารวมถึงการติดต่อสื่อสารระหว่างประชาชนในเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า และอาเซียน เพื่อสร้างและแบ่งปันบ้านที่เจริญรุ่งเรืองร่วมกัน

เอกอัครราชทูตและผู้แทนรัฐบาลจากประเทศมาเลเซีย ไทย บรูไน อินโดนีเซีย เมียนมา และฟิลิปปินส์ ได้ร่วมกล่าวสุนทรพจน์ในการประชุมครั้งนี้ ขณะที่ผู้แทนจากสมาคมหอการค้าและอุตสาหกรรมจีนแห่งมาเลเซีย (Associated Chinese Chambers of Commerce and Industry of Malaysia) สมาคมจีนศึกษาแห่งฟิลิปปินส์ (Philippine Association for Chinese Studies) และบริษัท จีอาร์ซี อินโดนีเซีย คอนสตรักชัน แมททีเรียลส์ กรุ๊ป (GRC Indonesia Construction Materials Group) ได้ยืนยันว่าเขตเฉียนไห่ซึ่งเป็นสถานที่จัดการประชุมครั้งนี้ จะช่วยสร้างตลาดที่กว้างขวางและโอกาสอันไร้ขีดจำกัดสำหรับองค์กรต่าง ๆ โดยผู้แทนเหล่านี้ต่างรอคอยที่จะมายังเขตอ่าวกวางตุ้ง-ฮ่องกง-มาเก๊า และเขตเฉียนไห่ เพื่อลงทุน พัฒนา และสร้างอนาคตที่ดีกว่าร่วมกัน

BE OPEN Art launches the third stage of the regional competition to support emerging artists of Southeast Asia

BE OPEN Art, an online art gallery set up by BE OPEN think tank, a humanitarian initiative founded by international businessperson and philanthropist Elena Baturina, is running a new competition for emerging artists, aimed to support those whose art best represents their regional, cultural and ethnic identities - BE OPEN Regional Art.

With the beginning of year 2023, BE OPEN expert community team started selecting those of the artists who best represent the artistic tradition of a certain region to feature in the BE OPEN Art gallery and offer them greater visibility.

The third stage of the programme covers the countries of Southeast Asia over July - September 2023: Brunei, Cambodia, East Timor, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.

Each regional stage lasts three months, therefore four stages are run a year, with a winner named for each of them. Works by 20 emerging artists are posted at the online gallery every month, and a public vote selects the Regional Artist of the Month. At the end of each stage, one of the monthly winners becomes the Artist of the Region, based on the amount of votes by the public and the BE OPEN art community members.

The regional winners get the money prize of EUR500, while a selection of artwork best representing the region form an exhibition, in order to share the art with the wide public and celebrate the artists involved.

The first stage of BE OPEN Regional Art was dedicated to the art of the Eastern Mediterranean. A selection of works formed an exhibition that was held in June 2023 in Nicosia, Cyprus. The second stage just ended for the artists of the Caribbean, and the winners will be announced shortly.

The focus of the competition will move to Central Africa at the end of the year. The regional competition runs alongside the regular ongoing work of BE OPEN Art, whose experts every month select 20 new artists for the gallery, using online voting to name the Artist of the Month and the Artist of the Year.
