Xi'an Launches Bid to Become China's Startup Hub With a Series of New Graduate Policy Initiative

          RMB 272M Funding Grant for Graduate Entrepreneurs

          Xi'an, the capital city of China's Shaanxi province, announced the launch of a series of new startup policy recently. The policy aims to leverage the potential of local graduates to make the city the preferred destination for startups in China. Included in the initiative is a series of support packages ranging from, direct funding, mentorship, incubation and project matchmaking.

          Policy Initiative at a Glance:

          - Simplified Registration Process: Consolidated startup policies are launched to simplify the procedure of company registration, and provide tax deduction support, training, mentorship and funding support.
          - Supported Incubation : Xi'an aims to create 50 incubators, 100 enterprise centers and 500 internship centers in three years to encourage graduates to start their businesses.
          - Funding: A new fund of RMB 3 million in financial loans with interest subsidy will be made available for eligible small and micro-enterprises. Qualified graduates will also be able to apply for small-sum loans of up RMB 1 million and part of their basic insurance covered under the scheme.
          - Enhanced Infrastructure: The Employment and Entrepreneurship Alliance (EEA) for College Students will be formally established to bring universities, students, government and enterprises together to facilitate ongoing support to small and medium-sized businesses.
          - Project Libraries: Project libraries at city and county level will be created to assist in startup training, project matching and mentorship programs.
          - Mentorship Program : A team of 132 experienced experts will work with the government, institutions and entrepreneurs to provide additional guidance and direction to future leaders.
          - Events Calendar: A strong network of incubators, a pool of experienced capitalists, a host of governmental backed programs will be knitted together by dozens of events to be held throughout the year.

          Xi'an will implement its new startup policy through a conducive startup ecosystem designed for inclusive growth. Since the launch of the Xi'an Startup Policy, more than RMB 272 million has been granted, and 528,000 jobs created alongside five national-level and 23 province-level incubators where over 3,123 startups have been created.

          Past events include the launch of the "2018 Innovation Xi'an Entrepreneurship competition B&R Create@Alibaba Cloud Startup Contest Xi'an"; the "2018 Star Venture Enterprise of Xi'an". This year, more events including "Star Entrepreneur of the Year Election" and "University Maker Festival" will be launched.

          The Municipal Government of Xi'an will distribute information on the latest graduate policies via a diverse range of social and new media channels, such as the local government's official WeChat account, in a bid to engage higher numbers of potential young entrepreneurs over the next few years.

          Acquisition of 100% stake in the Saudi Economic Offset Program company will enable SAMI to accelerate its OEM-agnostic defense electronics aspirations

          Saudi Arabian Military Industries (SAMI) today announced the signing of a Term Sheet Agreement to acquire 100 percent ownership in Advanced Electronics Company (AEC). The agreement signing took place at a Saudi Arabia – UK industry event in London in the presence of senior shareholder representatives, including His Excellency Ahmed Al-Khateeb, Chairman of SAMI, and Sir Roger Carr, Chairman of BAE Systems.

          SAMI's investment in AEC, the Riyadh-based private sector firm specializing in engineering, development, manufacturing, repair and technical support across defense, Information Communications Technology (ICT), energy, cybersecurity and high-tech fields, at the local, national, regional, and international levels, comes as part of SAMI's ongoing efforts aimed at increasing local defense manufacturing in the Kingdom, in line with the directives of the Saudi Vision 2030.

          H.E. Ahmed Al-Khateeb, Chairman of SAMI, said: "The foundation for the institution and growth of SAMI was laid three years ago with the announcement of the Saudi Vision 2030.           Established in 1988 under the Saudi Economic Offset Program, and under the ownership of a number of companies, including international defense, aerospace and security company BAE Systems, AEC has played a pioneering role in the fields of modern electronics, manufacturing, system integration, and repair and maintenance services for nearly three decades, thereby becoming a major regional player renowned for innovation.           Further, in order to encourage service providers to maintain a stable network, Klaytn features transparent evaluation and incentive mechanisms called Proof of Contribution (PoC) and Klaytn Improvement Reserve (KIR). PoC assesses the contribution level of all economic entities within the Klaytn ecosystem and provides KLAY token that correspond to each entity's level of contribution. KIR, on the other hand, is allocated for anybody committed to maintaining sustainable ecosystem growth through various activities such as platform research or community events.

          Klaytn also features 'KLAY BApp Partners' whose blockchain-powered services use KLAY token for reward and payment. The users are able to earn KLAY and freely use them across diverse services.

          First, a number of blockchain-powered game services developed by 3 major game studios that have gained wide popularity on other blockchain platform are joining Klaytn. 'Klaytn Knights,' an updated version of 'EOS Knights,' developed by the no. 1 global blockchain game development studio, Biscuit, is open for pre-registration starting on June 28th. In addition, 'Crypto Sword & Magic' of Nod Games, 'Infinity Star' of Node Brick, two of which are selected by the Korea-based blockchain accelerating program 'Hashed Labs,' along with 'Crypto Fishing' of MEMORY Inc., are utilizing KLAY for their game services.

          # Global top-tier enterprises including LG Electronics, Netmarble, and UnionBank participate in Klaytn Governance Council

          The Council consists of 19 global top-tier companies that have successfully produced massive user-based popular services in various industry domains including IT, telecommunications, content, games, and finance. They are also key business units of some of Asia's largest companies. Considering the region's booming market with its wider audience eager to embrace new technologies and a great number of emerging firms utilizing blockchain technology for new business models, the assembled alliance is expected to usher in a new era of blockchain through Klaytn.

          As key decision makers for key business and technical agenda, the Council members are responsible for operating the consensus node network. Further, they plan to develop Klaytn-based services or implement blockchain to existing services to drive the mass adoption of blockchain technology.

          The participating Council members include 'LG Electronics,' 'LG International' and 'Celltrion,' one of the largest biopharmaceutical companies in Asia with $2.5 billion market value.           เมื่อวันจันทร์ที่ผ่านมา เขตใหม่หนานจิงเจียงเป่ยได้ประกาศแผน "source place plan" ในมหกรรม Nanjing Tech Week 2019 โดยมีเป้าหมายในการสนับสนุนแหล่งพัฒนานวัตกรรม ด้วยนโยบาย ตลาด และสภาพแวดล้อมทางนวัตกรรมที่เอื้ออำนวย

          หลู ฉวิน รองเลขาธิการคณะทำงานของเขตใหม่เจียงเป่ย กล่าวว่า "source place plan" มีเป้าหมายในการสร้างจุดเด่นให้กับเขตใหม่ ด้วยการปรับปรุงระบบนิเวศใหม่จากพื้นฐานเดิม รวมทั้งสร้างศูนย์กลางนวัตกรรมที่มีแรงขับเคลื่อนสูง

          ดัชนีชี้วัดพลังด้านนวัตกรรมของเขตใหม่หนานจิงเจียงเป่ยประจำปี 2562 ที่มีการเปิดเผยในมหกรรมครั้งนี้ เผยให้เห็นแนวโน้มการเติบโตที่แข็งแกร่งในช่วงปี 2557-2561 โดยในปี 2561 ดัชนีการจัดตั้งอุตสาหกรรมนวัตกรรมเติบโตอย่างมีนัยสำคัญที่ 42.85% ต่อปี ส่วนดัชนีสมรรถนะทางนวัตกรรมมีอัตราการเติบโตสูงกว่าปีก่อนหน้า โดยขยายตัว 23.48% ขณะที่ดัชนีศักยภาพของทรัพยากรด้านนวัตกรรมและดัชนีกลุ่มบริษัทนวัตกรรมยังคงเติบโตอย่างต่อเนื่อง

          ในพิธีประกาศแผนการดังกล่าว เขตใหม่เจียงเป่ยยังได้เปิดเผยแผนเมืองอัจฉริยะ Smart City 2025 และแผนจัดตั้งกลุ่มมหาวิทยาลัยนวัตกรรม รวมถึงเปิดตัวศูนย์ทรัพย์สินทางปัญญาด้านนวัตกรรมทางการเงินระดับนานาชาติในเมืองหนานจิง และโครงการบิ๊กดาต้าในพื้นที่สามเหลี่ยมปากแม่น้ำแยงซี

          หนี่ หยงจวิน รองผู้อำนวยการสำนักงานวิทยาศาสตร์และเทคโนโลยีของเขตใหม่เจียงเป่ย เปิดเผยว่า เขตใหม่เจียงเป่ยจะให้ความสำคัญกับประเด็นต่างๆ เช่น การจัดสรรปัจจัย การใช้กลไกต่างๆ ให้เกิดประโยชน์สูงสุด การพัฒนาและสร้างสมดุลระหว่างการนำเข้านวัตกรรมกับการพลิกโฉมอุตสาหกรรม แนวทางของรัฐและการทำตลาด รวมถึงการปฏิรูปเชิงลึกอย่างรวดเร็ว
